Marco Rubio Asserts Palestinian War Ongoing as Israel and Militant Group Ready for Negotiations

Secretary of State Marco Rubio stated on Sunday that the war in Gaza continues, despite both Israel and Hamas accepting components of a outlined ceasefire agreement designed to conclude the almost two-year war.

Technical Talks to Reveal Militant Group's Commitment

"It will become clear shortly whether the group is genuine or not by the outcome of operational negotiations about the release of hostages," Rubio commented during an interview.

These comments coincided with statements that the group could encounter "complete obliteration" if it seeks to hold in authority in Gaza. Israeli and Hamas negotiators are set to begin discussions in Egypt on Monday, but mediators are encountering obstacles, including the exchange mechanisms that may hinder chances for a quick truce.

Two-Phase Approach to Peace Plan

In a separate interview, the secretary outlined that third-party peace negotiations are "the most progress made to getting all hostages released".

But he warned that the resolution framework – accepted by both parties with several sticking points, including the demilitarization of the group – was probably facing "a lot of pitfalls along the way."

Rubio said he "urges all parties" to consider the agreement as having two stages – initially the group agrees to the framework for release, hostages are released and troops retreat.

Logistical Challenges and Schedule Pressures

Yet the operational details remain unclear, like the swap procedure and handover arrangements. "We want to see that take place swiftly," he stated. "The captive aspect has to happen extremely quickly."

"I do have hope that they'll be released. And in my view opportunities exist," he remarked.

According to the framework, militants would let go the outstanding prisoners – about 20 of them presumed surviving – over three days. As compensation, Israel would halt its assault and withdraw from significant areas, free numerous detainees and permit delivery of relief supplies and future rebuilding.

Hamas Position

"The group is eager to secure a deal to cease hostilities and promptly start the swap procedures following the situation on the ground," an informed source stated over the weekend.

But they warned that "Israeli forces cannot block the implementation of the resolution framework. If the occupation has authentic willingness to reach an agreement, militants are willing."

Future Difficulties

In his comments on Sunday, Rubio said the second phase of the plan will involve discussions over what happens after withdrawal occurs and creating different leadership for Gaza would be created.

"This aspect that I think is will prove somewhat more difficult to address, but that's what's going to provide durability for the resolution of fighting," he stated.

He also mentioned that "all parties concur, with Israeli agreement, that in time, in due course as this process plays out, Gaza will be governed by a professional Palestinian administration that's not Hamas, non-terrorist entities, with the help and assistance of an international consortium similar to peacekeeping bodies."
